Landlords, Tenants, and Mold in Pennsylvania
Pennsylvania does not have a simple statute that says 'the landlord always pays for mold' or the reverse. What landlords do have is a duty to keep a rental habitable. What tenants have is a duty not to cause the damage and to report problems. The damp College-area duplex you are staring at still needs a moisture source found, regardless of who is frustrated.

The building versus the behavior
Roof leaks, failed plumbing, wet foundations, and no working bath fan are building conditions. A landlord who is told about them and paints over the result is not maintaining the unit. A tenant who never runs a fan that works, blocks every supply, and stacks boxes against a weeping wall is adding a behavior problem on top of a building. Both can be true. Our notes describe what we can see. They are not a court filing.
If you need legal advice about rent escrow, lease termination, or a local code complaint, talk to a Pennsylvania attorney or the local code office. We will show up and fix the materials if someone with authority hires us.
How to document without making it worse
Tenants: report in writing, with the date, and keep photos. Do not scrape growth off a wall as a project. Do run the bath fan if it actually exhausts. Landlords: do not tell a tenant to bleach a mechanical closet. Get it looked at, and do not re-rent a wet basement room because the semester is starting.
We can often keep part of a unit livable during work. We cannot promise a same-day repaint. Drying is the schedule.
Shared houses
In a duplex, one side may smell the shared foundation first. Blaming that tenant delays the meter reading. Property managers get a scope they can forward: rooms, days, and what must be moved. That email is the most useful thing we produce on rental work, after the dry wall.
Keep these
- Habitability is a landlord duty; the details are fact-specific.
- We document moisture. We do not practice law.
- Written notice and photos beat a bleach argument.
- Do not turn over a wet basement for move-in week.
